Fermented skincare and bi-phase skincare describe different things. One refers to an ingredient-processing story; the other describes a product with two phases that are mixed before use. Seeing layers in a bottle does not tell you which ingredients were fermented or how the finished product was tested.
Separate three questions

Use the HKY mixing sequence
HKY Bi-Phase Essence is a 30ml dropper format. Its listed nightly directions are to shake 3–4 times until the layers blend, dispense 2–3 drops into the palms, press into the cleansed face and neck, and follow with moisturizer.
Mix before dispensing, rather than selecting only the layer you prefer. Keep the bottle closed between uses and follow its storage information. Do not create a new application schedule based on whether the phases have visibly separated again.
Evaluate the step you are adding
Record whether you like the feel, whether it layers comfortably and whether the mixing step fits your evening. Compare that experience with simply using your current moisturizer. FDA product-testing information is a reminder to assess the finished cosmetic; a manufacturing term alone does not establish its safety for every user.
If you cannot obtain the current ingredient list, pause the purchase and ask for it. That is a more useful next step than trying to infer the formula from the bottle's appearance.
